Usually, when these individuals are fined, they don't pay anyway. If they had the money to pay for insurance, they wouldn't have been driving in the first place. If they don't pay their fines, their cars should be sold at auction and the proceeds should be used to pay the fines. Driving is a luxury - something earned. There's already free public transportation for those who are needy, which our tax payer dollars cover. When you run for office, email me - you'll get my vote. I fully agree. When people drive without insurance, they do get fined. It's called "driving without insurance", and it is illegal. The things your tax money goes to isn't for them. If a person without insurance hits a street light, and they have no money or insurance, we can't wait for them to pay for the street light to get fixed. So the government pays for it and hopefully the person responsible will eventually pay the fine for what they did. There are certain things you do pay for others. But most are necessary. If a person with no money needs to go to the emergency room for medical help, I have no problem with my taxes helping them out. These issues are much more complicated then this.
